That is a fair deal but you need to decide what you're trading for. Whether it be for a better item or something to gain on. Check the market and see what NCEs are going for. Unless you can sell for more than 100, you'd just be wasting your time taking this deal. And paying extra for 2NCEs is just buying NCEs from the dude because he wants to get rid of it all for basically minimum price. It's not like you wanted those in the first place.

Yeah well you can decide which platform it makes sense to get the octane on, and then sell whatever items are platform locked on the other platform and rebuy non-crates to sell on the platform you will eventually buy on

Sign up for twitch drops and hope to get lucky. Get all the rewards possible by playing plenty. Buy the pass if poss and sell tradeable items as soon as poss before price drops.
