Flick Tool Problems for Non-Hosts

I've made this into a thread because this conversation has now spread over multiple days and I want to keep it all together.

Since the initial message:

A user by the name of Bone White confirmed that this is a localized issue. Something appears to be going wrong either on my table or my game as a whole.

I have attempted both clearing my image cache, the largest ones in my folder, as well as re-installing the game via Steam. Neither of which have had any effect on this problem.
