you're not allowed to sell the tabletop simulator mod for money - is how I would read that.
Thousands of mods have been made to support its pre-release or pre-fundraise playtesting. I've been paid by companies to make a few of these mods.

I wasn't trying to sell, but from my understanding is that even creating for my own playtest is considered commercial because it's for a business.

No, "commercial" in this context means "intended to sell for profit." Point is you are not allowed to take TTS' intellectual property and sell that. Using TTS as a tool is fine.
