#PC not allowing crossplay

This issue is usually due to the VC++ library not being installed properly. It's a runtime library that gets installed on PCs that many games use for a variety of things, such as our crossplay implementation, and missing it could prevent some features -- or even the game -- from loading properly. Sometimes Steam won't install it properly, other times it can be a PC issue preventing it.
I would suggest manually installing the latest VC++ version to see if that works for you. You can find them here on Microsoft's website here:
The one you pick depends on your PC, but generally X64 (64-bit) is the standard for modern gaming, whereas X86 (32-bit) is for much older 32-bit-only systems that have less than 4 GB of RAM. You'd probably want the X64 version. After downloading and installing it, restart your PC and let me know if you still have the issue with the crossplay toggle.
