Whenever I log in to the game, there is a red globe with a slash next to it, not allowing me to crossplay. I have the app allowed in my firewall, so I am not sure why it is not letting me activate it. It also prevents me from creating lobbies or connecting to my epic games account.

This issue is usually due to the VC++ library not being installed properly. It's a runtime library that gets installed on PCs that many games use for a variety of things, such as our crossplay implementation, and missing it could prevent some features -- or even the game -- from loading properly. Sometimes Steam won't install it properly, other times it can be a PC issue preventing it.
I would suggest manually installing the latest VC++ version to see if that works for you. You can find them here on Microsoft's website here:
The one you pick depends on your PC, but generally X64 (64-bit) is the standard for modern gaming, whereas X86 (32-bit) is for much older 32-bit-only systems that have less than 4 GB of RAM. You'd probably want the X64 version. After downloading and installing it, restart your PC and let me know if you still have the issue with the crossplay toggle.
