That's usually a Windows or hardware issue, like some system files could be corrupt for example. You can restart Windows Explorer to try making it active again (Ctrl + Shift + Escape to open Task Manager, right click the Windows Explorer process, click Restart), but if it continues having this problem I would run Microsoft's System File checker to scan for missing/corrupt system files:
