On second thought, the included brz probably won't display the bug. Spawning the boat with them disconnected works as intended. It's only having them connected and then disconnecting them that causes the bug.
Here's a BRZ that should display the bug.
- Start the ignition, drive the boat, see that it works
- Disconnect all inputs from both the engine (in the front bottom compartment) and the seat
- See that the boat is still inexplicably drivable
I think I got this bug once, I has a basic car chassis, then connected the seat to a player input thing and did stuff so that controlled the vehicle instead, then disconnected that and realized the car still moved
I remember someone mentioned manual input gets overridden by seat input, maybe it's a bug in that section of code

- spawn this prefab (a seat hooked to an engine with manual input enabled)
- disconnect the blue wire
- seat can still make engine go vroom
