happens for me on dx11 and dx12, with Anti-Aliasing Mode set to anything other than None or FXAA

Also just realized, on dx11 I get am additional kind of flashing on top of the other one, this one happens more randomly, just like a quarter of the frames or so have the weird pattern, the exact visual pattern doesn't change as it flickers
Also when I mess around with the framerate sometimes it stops happening for a few seconds and starts again, sometimes slowly getting more frequent, like sharply increasing the fps/resolution stops it for a sec,
Also with AA off then it flickers more on higher render scales, but with AA on e.g. TAA it flickers more at lower render scales, or at least the flicker reaches further so it's visually higher contrast

also just to explicitly mention it, the angle of the hilight is slightly off, and is more off the more messed up it gets by these bugs, idk if that's intentional or not tho and it's a comparatively small issue
