It's freemium, it's able to be used on servers but to access any features of the mod you need to purchase it. Just like the however many freemium mods that are available....

I should have said purchase, you can download any premium mod for free but as i said to access it's features yes you need to but it. In this case you need to buy it to be able to even place the cauldron

You were able to download it because that's a system introduced and in place for servers. A server can have Potions Plus installed on it, and people who own it can use it, people who don't aren't barred from joining. You need to own the mod fully to use it in singleplayer or on a server that has it installed.

Freemium exists as a functionality to not prevent those who don’t own it paid to be blocked from joining a server that runs that mod.

Whether some functionality is allowed for free before purchase or not is up to the mod author.
