depends. Is this a larger tech company? if so, return offers are usually already considered. If this is a smaller/local company, you may want to ask about the proper steps/requirements for a return offer.

yeah its usually kinda expected that the goal is to be working towards a return offer. However, asking your manager about the process / what to expect / your overall progress towards the offer isnt a bad idea either.

I would say yes but at the end when you are being seriously considered. I told the manager in one of the last interviews "a big factor in how I value internships is the potential for a return offer" and he basically told me they are most likely going to do it if everything goes well.
