Can't provide advice in this situation because I know nothing about
i dont think theres any tools. and cover letters are preh meh anyway
u shouldnt need to tailor tooo much but u could always just have several resumes so for example if youre applying to jobs where theyre looking for frontend tech then just have 1 resume for frontend, 1 for primarily backend, 1 for ML/DS or whatever
etc

its not that ATS is a robot, but it can / will automatically scan for relevant information. have you seen the other end of workday / taleo / greenhouse / lever (from the recruiter's perspective)? Its a very very filtered down version of a resume
Sorry, I am confused, if you are saying that these programs filters you, then yes, but only in two cases, if they ask you binary/eliminating questions or the ATS didn't detect any information from your resume at all so they save the recuiters time.
Otherwise, the rank never serve you at all.
The problem with the statement is that some people told me "hiring is automated these days" and I wanted to clarify that this question and information are false.
hiring being automated is not a "true" or "false" statement. aspects of hiring are automated and aspects of hiring are human based

I can give you opinions from other recruiters as well if you want, don't forget two things, she alone worked in almost all FAANG + 25 YOE which is not a "single persons opnion" but rather her entire connections.

there have been controversies over this as it supposedly had a bias towards certain demographics
either way, you have nothing to lose by optimizing your resume for ATS
if a company does do automatic filtering, you'll be better suited to pass it
and if the company doesn't, its not like having an optimized resume will hold you back

just because ATS won't automatically move forward / reject a candidate doesn't mean that on some resume scanning and filtering is not involved

as someone who has worked at meta i can say that the ATS system there does have algorithmic filtering functionality, although i'm not sure about the extent to which it is used

i think thats the point people here are making with respect to "tailoring" resumes. its not because ATS is a robot that will read everything, its so that the parser can extract basic relevant information such as role, yoe, school, past company, etc
a very old resume of mine used to upload the wrong school name to the parser, for example

YOE are for BQ, School name and previous companies are a good sign but they don't contribute to anything on behalf of the recruiter or the HM.

You can do several tests to find out how readable it is without the resume ATS testers. one of them is "copy paste into an empty file". I am saying that for people that might need so.
