I’ve been working at my company for over a year and my manager has been postponing promoting me. Whenever I ask him what I should do, he just says “keep doing what you’re doing” or asks me to look at the self evaluate document. It seems like I’m not getting any promotion here. What do you guys think?

depend on how you say. you should know what roadway or milestone you need to meet to get promoting and set up solid schedule and review it every time with your 1 vs 1. make sure you provide all the project or achieve you have done reflect to the milesone

Have you looked at the self-evaluation doc?
Without a plan, it will take longer. Make a plan. A reasonable way to start is to copy the requirements for the next level up into a doc, then start adding examples of how you have met them. Things without examples? Talk to your manager about getting the opportunity to demonstrate them
