Don't put "proficient" and "learning"
You should also remove all the soft skills. Your other jobs are going to do better at demonstrating your soft skills than you stating you have them.

i talked to these 2 guys, they seem to be senior in tech. Anyways, they told me they never bother looking on the candidates' GITHUB projects

(and it has been true in my experience where 99% never look at my project on my resume, they look at it when i explained it in the Phone Interview though)

If you aren't comfortable listing the language, then don't put it. Also remember there are many opinions on what "proficient" is, which is why it's better to not label them at all.
