I'm confused by the heroic abilities given by Lycanthropy II and III.
What does (5 Surges) or (7 Surges) mean? Also no adding of any characteristics to the damage?

those features are meant to interact with surges and cost surges to use, intending to build off of the surges granted from the hybrid form

the damage at tiers are modelled after other actions granted by titles which are flat damage at each tier rather than adding a characteristic.

As I make more transformations though, that may be revised
