where are you from?
can you show me your mt5 server side plugin what you already developed?

For only receiving the orders

you need to make interface that will plugin user will see while installing in mt5 server admin for where are the parameters, where i will select an account or a group and put a delay in millli second and select an option how to handle the trade, means offer him positive slippage or not or only offer negative slippage. etc

Task 2 should have ability to receive a trade order for any client ac and process it and send response
Example
Order 1 is received for account 3010 and processed in client ac 3010
Order 2 is received for account 4532
And processed in 4532
