Emitting beacon frame Issue

Trying to make a router here. I started by doing a test beacon frame program but it doesn't seem to work.
I think my code is ok but unsure if devices filter out the network from there list if the data is detected to be dummy.
Can someone with some network experience give me pointers on what could be the reason why it doesn't appear on wifi list ?
