You need something outside of HA to monitor it. How you do that depends on whether it's available externally or not.

If you have another computer, then something like https://github.com/louislam/uptime-kuma could work

If you don't, but it's externally accessible, then maybe https://uptimerobot.com/

Somebody else the other day suggested IFTTT too
