The last_changed has time and date. Would just checking the date and if it is the same as the current date be good enough?

There also looks like a timeSinceChangedMs. By comparing the current time (time alarm is being set) to 00:01, you could compare the differences.

Making some progress. Node status showing time in ms since midnight.

It figures out the time in ms since midnight, figures out the time in ms since the entity last changed, compares the two values, sends a true/false via payload and displays a node.status message.
