That isn't really important since you won't have other users. And if you did, you can just add them to your test users list anyway.

Okay, so now it's asking for your app name and such. You can just say whatever you want. No one will see it except you, and maybe not even you after you set it up the first time.

Well, after choosing External and submitting it, it takes me to the next page which asks me for the app name, support email, etc.

If you do have that page to fill out, only the fields with * are required.

Did you ever see a screen that said anything about a test users list?

On that screen you copy/pasted, you might see a test users area if you scroll down, and an Add Users button. Do you see your email address in the list below that button? If not then click the Add Users button and then add yourself to the list.

Step #11 seems to think it's necessary, though I'm not sure it should be since it's your own project, but it's better to do it now rather than have it fail and deal with that.
