Credential management - Next up Z-Wave locks

Based on first community efforts to add basic credential management for Matter locks (https://github.com/home-assistant/roadmap/issues/69) we now want to take the next one by syncing this functionality also to Z-Wave locks, as stated by this opportunity: https://github.com/home-assistant/roadmap/issues/70

The main difference to the original Matter locks contribution is that for Z-Wave we also want to show the type of credentials used (something we will need to sync to Matter locks also later on).

For now, we still aim to keep the credentials attached to the devices (instead of users). Also, we're aware that the placement of this new "manage accesses" option is not yet ideal but we want to take it step by step.

I'd suggest starting there and with the group of people who maintain it there to understand common functionality and use cases that they've built support for.
