I was about to order a HA Green on Amazon but it went out of stock a week or two ago and hasn’t come back. Does anyone know if a restock will happen soon? Or should I just set it up with RPi 5 instead? I’m not sure if this is normal or a result of tariff rules and chip shortages

Not sure where you are, but several other suppliers also sell the HA Green and at a better cost.
