#Best Locally Controlled Outdoor Spotlight?

I have a set of the Innr Outdoor Spotlight, but it looks like they no longer sell these in the US and I need a second set. I found these Govee ones as a potential replacement, but everything I have is Zigbee. These say they support matter, does that mean I would be able to use them locally without them needing an internet connection to set up/control like Zigbee? I don't want anything that I have to worry about servers shutting down and losing access to them in the future (made that mistake too many times already).

I have a Home Assistant Connect ZBT-1 that I'm currently using as my Zigbee hub, seems I would need a second one to use exclusively as a matter hub?

If matter doesn't work offline like that, does anyone know of any good Zigbee Outdoor Spotlights (in the US) that aren't $400+ like the Hue ones are?

I personally put an LED floodlight on a simple zigbee smart plug for my parking.

I had a need for a high lumen output to brighten the parking, and RGB was not required.

You can get 16,000Lumens LED floodlights for 50$USD ( 1000W equivalent)

And a MAtter/Zigbee smart plug for 10$

Ah, damn - that sucks. Yeah, I was just looking at its matter support and it doesn't look like it supports the thread protocol - must be matter over Wi-Fi I guess.
