What are my best choices for something smart enough to silence from my phone, which meets US code requirements (hardwired or 10 year sealed battery). I can handle Z-Wave, Zigbee, or Thread fine. I know I could get alerts by adding a relay like the Shelley one to the hardwire interlink, but that won't let me mute. I'd really prefer to avoid cloud based integration if possible, due to distrust of long support lifecycle for apps.

most of the advice i've found involves not-legally-to-US-code xiaomi/honeywell zigbee devices. but i would like my house insurance to remain valid

I'm not sure if they are valid in the US - but the Aico 3000 series works really well with a bit of finagling and is mains with 10 year lithium battery backup.
It can connect to HA with an Ei413 Panel Interface module and a bit of fiddling with an ESP32 can get you CO/Fire/Fault alarms, and the ability to test/reset alarms remotely
Only 230v/50hz, so can't even import them and use them
