If hue is a matter bridge already that talks with other matter devices, then possibly.
you'd need to set up matter on HA as a bridge
It would be easy to test, HA would probably auto detect it imediately
All you'd need to know is the URL for the matter bridge if it doesn't automatically find it. e.g. ws://<bridgeip>:5580/ws

if it's a thread matter device, you need thread too
Do you have any Thread Border Router (e.g. Apple HomePod Mini, AppleTV, Alexa Echo, Google Nest Hub, Google Nest Hub, Nest Wifi, Samsung TV, Soundbar, Fridge, Dryer) in your network? If so, Home Assistant found it. Configure it and you will see your Thread Border Router(s).
