I've got the IKEA BILRESA Scroll Wheel remote working with HA. Here's the project page with the blueprint:

It's based on the blueprint that Andy McInnes did in January. The ZHA mode is not tested, as I'm using it in Z2M.

There's one aspect I haven't found a good solution for: When scrolling the wheel, the Bilresa device sends payload that contains absolute values on where the dial stands. When using the blueprint in brightness-only-mode (without helpers) this is not an issue, but when using mode cycling (via double-tap), the next mode also get's the absolute wheel value which may cause the color_temp/hue/volume (whatever the value to be changed of next mode is) to jump.
