Unable to set ZBT-2 as preferred border router | Home Assistant | Page 1

I just got the ZBT-2 in the mail today and have been following the docs on how to set it up. Specifically, this document: https://support.nabucasa.com/hc/en-us/articles/31347105826077-Forming-a-new-Thread-network-with-Home-Assistant-Connect-ZBT-2

But I am getting stuck on step 7... first of all, when I go to "Devices & services" I don't see an "OpenThread Border Router" integration, but I do see the Thread integration. When I follow this document (https://www.home-assistant.io/integrations/thread/#to-make-home-assistant-your-first-thread-network) to make HA the first device in my thread network, I am unable to promote the device to "preferred". I see the network, but it is listed as "Other networks".
