If I understand this correctly, you are using the matter.js server's bluetooth to directly commission a device. The HA Matter.js server is in Beta. I'm not sure how far along the matter.js server is for commissioning devices directly using bluetooth (I think it has just been recently added), so it may just not be fully working yet. However I would recommend you post this in the #new-matter-server channel since this is for feedback on the Beta matter.js
Also, if you don't mind if I ask, but is this Thread or WiFi based?
I tried it also with the python server, without success. I did connect multiple new Ikea matter bulbs, buttons and sensors to the very same hard- and software without issues (js beta server).
I do use a raspberry pi and its bluetooth chip for commissioning (via the matter server dashboard). I cannot try with my ios device, as it reports "pairing failed" always and for every device I tried (same with iPad, no idea whats going on there, but its unrelated).
This leads me to the conclusion that the bluetooth module must be bad in the lamp itself. I was able to connect a button directly to the lamp (i guess its direct via zigbee).

Mine just connected without issue.
I commissioned it first via IKEA's home smart app on my android phone. Then I added it to HA's matter server with a share code
interestingly, it's a matter v1.4.0 device~~ and I see no color controls in HA~~ color control works fine. I just didn't know how to do it.
