What is the best way to create a group-like relationship between switches(lights) and have a button similar to "All Lights" but which applies only to lights of that "group".

I think that link is a little confusing. Simplified:
- Go to Settings > Devices and Services > Helpers.
- Click Create Helper.
- Select Group.
- Select Light group.
- Give it a name and select the entities that you want in this group.
- Note: light and switch entities cannot be in the same group though there is a workaround (Show As) for this if it is something you need.
- Click Submit.
Now, you will have a light entity that will interact with the lights that you added to the group. Individual lights part of that group can also be interacted within the More-Info dialog.
