I am following https://support.nabucasa.com/hc/en-us/articles/25918770371229-Getting-started-with-Home-Assistant-Voice-Preview-Edition, and when I get to step 5, the screen goes back to Devices & Services, but the step 6 dialog never appears. Going through the menus on both app and Home Assistant web, there is no trace of the device.

do you have a standard flat network? or do you have some like VLANs set up?

No VLANs, the HVPE is on wifi and the HA is on ethernet, but same router
same subnet, too, a /24 like most home networks
the only thing i think may be notable is that HA is running in docker, not HAOS

ok, so autodiscovery will likely still have issues. but you can probably manually add the device.
get the VPE's ip address from your routers dhcp table then manually add ESPHome integration and put in the VPE's ip address.

BT is only used to set the wifi credentials on the device.

One more question
I'm now in a wizard that doesn't let me exit
i want to create a fully local system, but I don't want to use HA's "apps" for most of it
I already have an Orin NX powered 4 node conversational AI
so all I really want now is to leave the wizard so I can do the wyoming stuff manually
but there seems no way to exit without creating a cloud account
i don't want a cloud account

No worries, if you ever do want the onboarding wizard again you can launch it in the devices page i think. Good Luck.
