If there was only one BR running before you turned on the ATBRs all at once, all of them would possibly join the SRP server role before settling with two of them and hence possibly cache poisen the mDNS leases. Native OTBR 1.4 mDNS has some measures built-in to mitigate this, but I don't know if Apple is going to inherit this once they update to Thread 1.4.
