#Matter network not allowing new devices to connect

I say it that way because none of three types of Matter controllers I have can add new devices atm.

My network: HA Green, ZBT-2, 4 HomePods and 2 TVs, and an Aqara Hub M100.

I have 24 Matter devices, including the M100. I bought some more Aqara Door and Window Sensor P2s (I already have a few) and none of them 'add'. They all fail at the connecting or setting up stage. I've tried to add them to the Aqara Home first, then HA, and finally HomeKit. I've restarted the Aqara hub, my phone, the devices. And to rule out that it's somehow both sensors being bad out of the box, I also tried connecting a Govee light strip I have lying around and it fails the same way.

Weird things: all of my existing Matter devices are responsive. Nothing's showing as unavailable and they are all as quick to respond to commands as they normally are.

And my core_matter_server is constantly spamming these, as far back as the logs go (roughly 20 hours to yesterday evening). But I know this isn't normal, as I've been reading these logs off and on for the past couple of weeks as I've been slowly adding more devices (I got an itch to spend money on home automation instead of the useless crap I normally spend it on).
