As per subject, I know the device page lists almost everything, but not services, like notify.x . I can try to find them in the developer tools, but in part that requires that I know what I'm looking for, rather than discovery.

To avoid confusion, the things that used to be called "services" are now called "actions".
I don't think there's any standalone page that lists them, but the current automation/script editor should provide a list of available actions when you select a device or entity.
That said, there are still some cases of actions that are provided by an integration but aren't actually associated with a device or entity
