If I have a downstream water device that I want to track manually. Will it be duplicate consumption with the pool sensor set as downstream?

Yes

You can add it as individual device to the dashboard and select it's dependencies to exclude its consumption

I don’t think that functionality is available for water or for gas

Ok I tried this. But they're still stacking on the total consumption. How can I get the pool consumption separated from the total water consumption? I will track how much water I add to the pool manually.

Looks like you added your pool as a water meter instead of a water device

It's a Helper template sensor , if thats what you mean. I also added it to both consumption and device places in the energy dashboard

I guess water devices only show in the water sankey, not in the bar chart

I mean you can create another template sensor to substract pool from meter and then add that + pool as consumption.

That was my initial plan but the pool meter is manual and I wont know the rate or duration

Ok after re-reading the documentation for down stream devices. I'm trying this again without the pool sensor but with the sprinkler zones. and I'm having the same issue of double counting and nothing showing in the Sankey chart. Screenshots of the energy dashboard config. what am I missing here?

I think the answer is still the same thing I said the first time, which is that you're not supposed to add individual devices to water consumption.

each entity should be in only one category, it's either a top level meter, or an individual device

I tried it both ways. when only devices the consumption disappears. when only consumption it's still double counted.

Start with only your main water meter added to consumption. Nothing else in consumption, and nothing at all in devices. Get that working first.

Once that is confirmed working, then you can add just one single device to the devices list, and see if that works like it should.

same issue as before. When I add the sprinklers down stream only as devices and the "water meter" as consumption and set to the upstream device, nothing shows any flow or consumption. When I add them to the consumption and devices or only consumption the flow graph still doesn't show anything and the consumption graph doubles the consumption.

Ok just put the water meter as consumption, and sprinkler as a device. Show what this produces
