Hey, does anyone currently have a warning siren or LED display that they use themselves? Ideally, it would be LED and something that you can set up or configure at home.

best is over lan (RJ45)(PoE)

max cost ist 65€ or 65$

I use digitally addressable LED strips with a WLED controller and the Home Assistant WLED integration to give alerts - bright blue flashing for water/flood sensors, for instance. This can be done for your price range, though it'll be WIFI; the wired ethernet WLED controllers cost more than your price range when you add in the power supply and LEDs. Look up Quindor Dig2go, I think, for your price range. I like the Dig-quad with a Mean Well power supply better for bigger things (room lighting), but a dig2go and a since strip works for alerts.
