I've got a lot of plugs deployed that do monitoring, but some of the loads I don't want to turn off, and blips seem to happen where the plug relay will click off and on again. In theory, I can put a UPS after the smart plug, but that's rather expensive. Do there exist smart plugs that do monitoring but don't allow turning off the outlet?

yes Athom make some that run either esphome or tasmota. both being opensource firmwares.
look for their "no-relay" versions. available in various countries plug types.
ah, perfect. I could swear they didn't have the no relay ones last I looked but I could easily have just missed them
I mostly use zwave but that's really not ideal for power monitoring anyway
they have a bunch of versions. its easy to miss i guess

in theory you could get a standard z-wave plug and modify it to remove the relay. but thats a bunch of effort and warranty voiding.
