That is called a coordinator and you do not need a hub. That dongle is all you need

and MOES switches are there, but this particular listing on amazon points this out (pic related) it doesnt specifically list HA as non compatible but it looks like they really want to lock it down to their own hub, is this type of verbiage in listings a sign i should expect it not to work with the coordinator and HA?

Yeah, that statement is true in the ecosystem. They mean, you do need extra hardware (aka, some coördinator) to use it. Not just Wifi or something.
Zigbee and Wifi both need a dedicated radio. Only difference is that nearly every hous already has wifi 🙂
I would add that you’ll need to choose between running ZHA vs Zigbee2MQTT. I chose ZHA because it was easier to set up at the time but that may have changed. I haven’t had any real issues with ZHA so far. From what I’ve read though, the MQTT implementation has some more advanced features.
