You can just install the page as an "app" from Chrome.
-> Cast, Save and Share -> Install page as app...

If you know the IP of your home assistant, you can use that to get to the page

Home Assistant is a webserver that you self-host on your local network. It has an address and port you use to reach it in a browser.
The app on your phone is doing the same thing. Try entering http://homeassistant.local:8123 in the address bar of your browser.
