Copy / Paste bug with "Sequence" ?

If you Copy / Paste a Sequence, the items inside it get pasted, but the Sequence action is lost and not created. If you try to Copy / Paste an empty Sequence, nothing gets pasted. If you hit duplicate instead, it does create it entirely. Is this a bug?
