first, is your zigbee network up&running? Have you added other zigbee devices before and do they work? Running ONLY zigbee2mqtt and NO ZHA? If yes to all questions, try pair next to zigbee coordinator (in close range).

FWIW these work fine on ZHA with a combee 2. Install is in docker, not that (I think) either of these last two things matter. I have two of these button panels. They work very well.

in haos go to settings > addons > click zigbee2mqtt > click configuration > disable onboarding
it will restart and then try pairing device again. enable pairing mode in z2m

Unfortunately I have very little experience with Z2M. Played with it briefly with one of those Ethernet sticks (forget the name) but stuck with ZHA as it seems loads simpler. And though I use MQTT with my own self built devices, I just use vanilla docker for mosquito.

problem is z2m not communicating with mosquitto broker >>> maybe it is easier to uninstall mosquitto broker and zigbee2mqtt, do a reboot of haos and add integration ZHA.
