I'm asking if I can play audio out of the reolink camera. I have inbound audio working (getting audio on the RTSP stream) - wondering if I can push something out.

fair comment, I like to think so.... but I don't know everything.
if i remember rightly the issue with two way communication is that browsers don't let you use a microphone unless your on https and that is not the way HA is set up in most cases and not by default. so it wont work in a normal configuration. therefore its not really been considered for the moment as there isn't a great solution on making it work. I think there has been some stuff with it tested on some dev branches but its not likely to get merged any time soon.
