I want to move from google home to home assistant and hopefully have a dashboard mounted in the wall.

if you have home assistant already up&running, you could take a look at the "Fully Kiosk" apk for your tablet. it will install on top of your android os and will be shown in home assistant as device. Just do a google search.

If wanting to install Home Assistant on one or the other of these units, The HP is the better choice. And the tablet could run fully kiosk as a dashboard
HP thin client t530 is the cheapest and best machine for Home ...

Presumably OP already had the two devices for some other reason - either picked them up cheap on Facebook Marketplace ages ago, or had them for another project that they're now no longer needed for
Same reason most of us have a handful of Raspberry Pi devices lying around, and usually one or two old computers
