I don't quite understand this. What are you trying to do? If you're trying to connect Home Assistant to your broker, you'd follow the steps in the manual configuration section on the MQTT integration page

HACS is a custom integration

It's used to install other custom integrations, and HACS itself can be installed on any HA installation type

You also don't need HACS to install the Frigate integration (or any other custom integration). It just makes it easier to manage

If you don't want the integration and just want to bring the camera feeds into HA, then you could use the generic camera integration

Ideally with go2rtc in Frigate to avoid multiple camera connections
