If AI-on-the-edge is the only way, is it possible to implement it without blocking the view of the numbers so the meter reading person from the water supply agency can read the meter?

you could just camera on it then do the processing elsewhere.
there are also some clamp things for water pipes that in practice do the same job as a CT clamp would do on an electric cable. its a different approach and accuracy might be not perfect but depends on the required precision of tracking for your use case

i think so, they use ultrasonic mostly i beleive

not saying they will all work with your pipes but from a technology point of view I believe they should be able to.
