I updated to 5.0 recently, but I'm not sure how long this may or may not have been an issue. I use HAOS 16 and recently got some zooz zwave sensors, but can't seem to use smartscan. It says "Can't read QR code" despite having 10s of different photos with different lighting and zoom, as well as saving PNG files of the QR codes.
I've used the App today same result when trying to add the QR code to smartstart. There is one photo that doesn't immediately get rejected, but it never goes to the next screen to add the device like it's done in the past.
