I've got HA running in a Docker container and I'd like to add Matter devices. I don't have a ton of experience with Matter and reading the documentation is just making me more confused. I have an Apple TV that's capable of being a border router on the network, but I'm stuck there. When I try to add the Matter integration it's asking for an ip/hostname of a server. I assumed that would be the Apple TV since it would be the connection to the devices, but that doesn't appear right. I've read multiple sources saying that you don't need a Matter dongle if you have another device that's capable of making the connections, so what am I missing here?

You should be able to use other devices as you said, although that's not really HA related so it might be difficult getting help with them here.
You could also try running the matter server. If you were running HAOS you could just run the add-on, but it sounds like you're on container
