#Smart Dimmer recommendation for smart bulbs?

I'm trying to get smart switches/dimmers and smart bulbs to work together and having a tough time of it. Would be interested in product recommendations and setup tips.

Basically I want the switch/dimmer to not do any physical switching...I just want to be able to create HA automations to dim and turn on/off the smart lights (and ideally change scenes too, but that's a nice-to-have). So far I have tried a Lutron Caseta and Inovelli Red. The Lutron appears to insist on switching physically...and you can't wire it to power only as it has no neutral wire. The inovelli seems a little more promising inasmuch as it has a smart bulb mode and I can make it work without physically switching...but it doesn't actually have a physical dimmer control. I think when it's setup as a physical dimmer it uses double-taps or something, but I don't see a good way to set that up in HA...and even if I could, that seems awfully kludgy.

Any recommendations for a dimmer control that I can use through HA to control my smart bulbs?

Now trying with a Kasa KS225 Matter Dimmer...I can make it turn smart bulbs on/off, but HA doesn't give me a trigger action for the two dimmer buttons...

any thoughts there?

this seems like such a simple and obvious use case, i'm so confused why it's such a pain
