Is it just a "optional local" version of an echo dot?
What would a typical setup look like with these? And if I want to use it as an average user should I wait until the preview edition is over?

You can experiment with assist without a voice device. You can play with llm responses, spoken notifications, local control, and yes it isn't calling home or using your data because it is local and yours.
A voice device lets you conveniently place a microphone and speaker somewhere else in your home.
