#Complex Lighting Scenario - Automation and Motion, Potentially Light Sensing as well

My goal: Have a series of lights in my relatively small home that come on at either 1) a certain time or 2) a certain light level, stay on until bedtime / assigned time, then transition into being motion activated lights.

Reason: My mother is getting elderly, and hard to see. Therefore she leaves a lot of lights on in the house throughout the night so she can navigate, especially so she doesn't trip over our dogs. Considering I don't always go into all areas of the house, and that she sometimes has insomnia and is up a lot during the night, so sleeps late into the morning, so lights can sometimes stay on until nearly noon when not needed.

I haven't set up HA yet, but I've had my eyes on it off and on from when I first bought my house about six years ago. I figure this is a good use case scenario for it. Eventual goal as well is to get my two exterior light switches set up and automated as well with sunset / sunrise.

Suggestions would be awesome!

Update:

I believe I found it through one of the other threads here, but the Everything PResence Lite sounds like it would do nearly everything I want in a singular device:

After that just a few smart switches, which it seems like Ikea has some good ones for that, and bob's your uncle, yeah?

the EPL is a great device. i use both EPL's and EPO's in my house.

i tend to prefer smart relays behind original light switches as this means there is no external change to how things look and feel which is better for the "less technically initiated"
keep in mind that that for alot of smart switch/relay setups you need neutral at the switch. which is not always a given.

sometimes smart bulbs can be better than smart switches but keep in mind that if a switch is turned off the bulb looses power so cant be remoted on.

not a fixed rule but i generally use smart bulbs for "lamps" and smart relays for the "big light"

you seem to be moving in the right direction though
