#Light switches not cutting power but send signal

Hi i have a question about relays/switchs.

Normally what i understood is that you would either get a smart switch/relay or a smart bulb.
Because the smart bulb always needs power, is there a type of relay that instead of cutting the power it sends a signal to the light to turn of instead of cutting the power?

Or is that how they work and i just understand them wrong?
Semi new to HA

I know the shelly ones do and those are generally what I would recommend. I am sure about other makes. its called "switch input mode" or something i think. so would be something to that effect

they are cheap and shit. and also you end up spending 5 hours setting it up instead of 5 minutes
the wifi stuff is cloud dependant (server in china)
SOME of the zigbee stuff can be okay, but its flakey and can disrupt your entire zigbee network
