I'm having trouble with the Tesla fleet integration, the guidance, though thorough, doesn't exactly explain how the home Assistant instance can share a file from the /config/.well-known/ folder publicly.
It seems that the /local/ (www) folder is publicly hosted, but the Tesla developer cannot connect to a path with a suffix such as <path>/local/...

I think that's intentional since there isn't a direct way to do that, as you noted putting it in /local will cause the path to not match.
It does look like someone posted a workaround here, where you're effectively creating your own integration that serves up the key from a static path: https://github.com/home-assistant/core/issues/135116#issuecomment-2609041270
