Yeah, unfortunately, who is matches the template for “who is blank” like “who is home” or “who is at work?” there’s been some debate on the utility of these types of intents and whether or not it would be better to only match “who is home” and ignore everything else.
If I remember the last time I encountered this, I was able to get it to respond by saying “Can you tell me who the Prime Minister is?”
